The culture and moral values of this world are mostly those of 18th/19th century England. On the other hand, the technology is distinctly 16th century, with pirates (in flying galleons) being one of the biggest threats to law and order. Magic (or magiq) is widely known, and mages hold themselves as separate from mere "mortals". They do not acknowledge the laws of the secular nations, although for the most part they don't make a big deal of this, and are rules by the government of the wise (otherwise known as Wizards), based at the famous College of the Unseen. Normal people view magic as some cosmic force that can do whatever a wizard wants; but in reality it is a great deal more restrictive. Magiq has a number of limited abilities, many of which are what we would call 'science', just under a different name. So far, the most fundamental rules seems to be that you can't change a person (or a self-aware being) without their active participation.
